Summary

The Facilities Manager is responsible for overseeing the maintenance, repair, and overall operational management of the company's physical buildings and grounds. This role ensures that facilities are safe, up to code, and fully operational to support the company's objectives. The Facilities Manager will manage/coordinate with external contractors, and implement efficient facility management strategies. This role will also act as main coordinator for company wide business continuity plan.

Responsibilities

Responsibilities will include, but are not limited to, the following:1. Building and facility related operations
  • Develop office rules and regulations
  • Management of office security system and entry cards
  • Manage relationships with external service providers, including cleaning services, security, and office operation contractors
  • Communication and coordination with the building management company for office maintenance, inspection attendance, and communication with employees
  • Evaluate vendor performance and negotiate service agreements
2. Fire prevention and disaster prevention manager (role required by law)
  • Responsible to develop and maintain office Fire Prevention Plan (submission required to authority)
  • Train employees on fire prevention plan and coordinate with building management on emergency evacuation training (2 times per year)
  • Conduct regular self-inspections with proper documentation
  • Ensure emergency equipment and storage are properly maintained
  • Handle safety inspections and audits by authorities
3. Business Continuity Plan (BCP)
  • Act as main coordinator of Insmed GK BCP
  • Ensure BCP related plans, such as Emergency Response Plan and Crisis Management Plan are up to date and proper drills are conducted on regular basis
  • Implementation of Emergency Response Plan in coordination with HR
  • First point of contact with building management on any emergency, including power outage, natural disaster and fire.
4. Oversight on office operations by outsourced vendor(s)
  • Collection, sorting, and dispatch of mail and other items, and communication with related parties
  • Management and maintenance of conference rooms, warehouse facilities, office supplies, printers, multifunction devices, and confidential document lockers
  • Inventory management and replenishment of letter packs, stamps, stationery, cafe and pantry supplies, disaster preparedness stock, and over-the-counter medicine
  • Handling escalation of calls to the company main phone line
  • Orientation for new employees, including office tours, provisioning of necessary equipment and supplies
  • Coordination of events, meetings, and guest visits
  • Preparation and dispatch of greeting cards, thank you notes, and other correspondences
  • Any other ad-hoc requests from employees
5. Office planning and project management:
  • Optimize the use of space within the facilities, ensuring efficient layout and design.
  • Plan for future facility needs based on company growth and operational requirements.
  • Manage office moves and space reconfigurations
  • Plan and oversee facility-related projects, including renovations, relocations, and new construction.
  • Coordinate with architects, engineers, and contractors to ensure projects are completed on time and within budget.
  • Ensure minimal disruption to business operations during projects.
6. IT-related operations
  • Management of records for loaned PCs, mobile phones, and other devices, and handling device upgrades
  • Communication and coordination with vendors for ordering PCs, mobile phones, and other devices
7. Budget management:
  • Develop and manage the facilities budget, ensuring cost-effectiveness and financial prudence.
  • Monitor and control expenses related to facility operations.
  • Negotiate contracts with vendors and service providers
Experience/Knowledge
  • Bachelor's degree.
  • 10+ years of experience in facilities management.
  • Strong knowledge of building systems, maintenance procedures, and safety regulations.
  • Excellent project management skills with the ability to handle multiple projects simultaneously.
  • Strong leadership and team management abilities.
  • Effective communication and interpersonal skills.
Skills/Capabilities
  • Must have ability to meet tight deadlines and be efficient, detail oriented, flexible, and a self-starter. 
  • Must have excellent communication and presentation skills (verbal and written / Japanese and English) with the ability to effectively present ideas and influence others that achieve desired results
  • Demonstrated experience improving, developing, and implementing new processes
  • Flexible, diplomatic, and able to effectively deal with ambiguity
  • Works effectively across functions as a team player
  • Highly organized with a strong attention to detail, clarity, accuracy, and conciseness
  • Excellent organizational, planning, and follow-up skills.
  • An uncompromising ethical standard and level of conduct are essential.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook)
Qualification/Certificate
  • Bachelor’s degree required
  • Proven record of success through teamwork and execution

  • Individuals must demonstrate the ability to interact successfully in a dynamic and culturally diverse workplace
  • Must live in the greater Tokyo area enabling to commute to the office as necessary .
